Mr. Tran Duc Lai, Vice Minister of Posts & Telematics (MPT) received a delegation from Tricom Asia Ltd. for high level discussions regarding the VN-HK cable system.
CEO of Tricom Asia Mr. Peter Landgren and member of the board Mr. Anders Lönnqvist met with Mr. Tran Duc Lai on 2nd of August to discuss the progress of the VN-HK project and other issues regarding the cooperation between Sweden and Vietnam in the field of Information and Communication Technology.
Mr. Peter Landgren said after the meeting that he was very satisfied with the progress made and that he was proud to play a part in the continued development of the Vietnamese telecommunication market.

Accelerate the development cooperation
of Information, Communication & Technology (ICT)
with Japan and Sweden
Mr Tran Duc Lai, Vice Minister of Posts & Telematics (MPT) has received and worked with Mr Tatsuya Ito, Japanese Member of Parliament cum Chairman of Special Committee on Economics and Foreign Affairs Cooperation under Public & Freedom Party on his occasion of the 1st visit to Vietnam on 3rd August 2006. The purpose of this visit is inspection of the projects using ODA Loan of Japan in Vietnam, eye-witness how effective the projects contributing for Vietnam’s economic development is, and learning about development strategy of ICT of Vietnam in the period of 5 to 15 incoming years, Mr Tatsuya Ito said.
At the working meeting, both two sides have highly appreciated the effectiveness of cooperation between two countries in the field of ICT during many years. However, with the aim to keep impulsing the further cooperation between the two countries in the field of ICT, the Vice Minister Tran Duc Lai kindly requests Japanese Government to continue their technology assistance for ICT human resource development of Vietnam, to pay attention to create favor conditions for IT industrial businesses, Japanese soft-ware industry integrating into Vietnam market, and to take interest in the cooperation project between Posts & Telematics Ministry of Vietnam and Interior & Communication Ministry of Japan with respect to popularise Internet to every rural areas in Vietnam.
Vice Minister Tran Duc Lai also received and had a meeting with Representatives of Tricom Asia Ltd. (Swedish Company) led by Mr Anders Lonnqvist, Member of Management Committee on 2nd August 2006. The two sides together had a discussion on some issues relating to the process of cooperation negotiation between Vietnam Posts & Telecommunication Group (VNPT) and Tricom Asia Ltd. in the construction project of a Submarine Cable linking from Danang, Viet nam to Hong Kong, China. This Project was permitted to negotiate with the foreign partner following Business Cooperation Contract (BCC) form since 2004. Nevertheless, so far BCC form has been considered as not appropriate and hardly feasibly. Therefore, at the beginning of 2006, the Government Office has agreed that the two parties should stop the negotiation following BCC form and study to find out a new form of cooperation in accordance with the new Investment Law of Vietnam which takes effect from the 1st July 2006.
